Part 1, which was published in the last issue of this journal, examined the various electronic forms of payment that are likely to emerge in the future, and considered some of the main technological and economic factors that will shape this evolution. This second part focuses on major regulatory and institutional issues that will influence the wider acceptance of electronic payment.

Abstract

Purpose

The paper presents an alternative solution to address part obsolescence. This paper discusses approaches to solve part obsolescence including an uprating approach. This paper also describes the methods to uprate parts, and demonstrates the practical application of the uprating approach in the form of a case study.

Design/methodology/approach

This paper has been written to provide an understanding of the uprating approach to mitigate the problems caused by part obsolescence. The paper discusses the challenge faced due to part obsolescence, the temperature ratings for electronic parts, the uprating methods and finally explains the use of uprating to mitigate part obsolescence in the form of a case study. The part being uprated is a microcontroller unit used in many avionics applications. The case study describes a particular use of uprating and the return on investment.

Findings

Based on the uprating approach, it was discovered that for the particular application, the commercially available plastic quad flat pack microcontroller could be used as a substitute for the “military” ceramic BGA version, which was discontinued by the manufacturer. It was discovered that there would be no problem with the commercial part's quality or reliability for the particular application. Parametric tests showed no evidence of instability of electrical characteristics over the uprated temperature range. There was substantial return on investment due to the use of uprated parts.

Practical implications

This paper can help electronics manufactures deal with part obsolescence. This paper demonstrates the practicality of uprating parts. Uprating can save companies money by reducing the need for life‐time buys, substitution of parts and even redesign.

Originality/value

The paper provides an alternative approach to address the problem of part obsolescence. This paper shows that proper uprating leads to cost saving while continuing to provide reliable service.

Abstract

Purpose

While Australia has continued to invest in polices and strategies aimed at improving rural health service provision, many communities still confront a disproportionate share of the rural workforce shortage. The NSW Rural Doctors Network (RDN) contributes its perspectives about the importance of a whole of life career and the meandering stream concept to support the retention of health professionals rurally. We unpack these concepts and examine how they bring to light a new and useful approach to addressing rural workforce challenges and potentially contribute to building a stronger integrated care approach.

Design/methodology/approach

The approach used involved tapping into RDN's 30-years of experience in recruitment and retention of remote and rural health professionals, combined with insights from relevant existing and emerging evidence.

Findings

We suggest that reframing retention to consider a life stage approach to career will guide more effective targeting of rural health policies, workforce planning, collaborative approaches and allocation of incentives. We posit that an understanding and acceptance of modern lifestyles and career pathways, and a celebration of career commitment to serving rural communities, is necessary for successful recruitment and retention of Australia's future rural health workforce beyond the training pipeline.

Originality/value

We outline and visually represent RDN's meandering stream approach to building and retaining a capable rural health workforce through addressing life cycle and workforce level needs. This perspective paper draws on RDN's direct experience in the field.

Abstract

The Bureau of Economics in the Federal Trade Commission has a three-part role in the Agency and the strength of its functions changed over time depending on the preferences and ideology of the FTC’s leaders, developments in the field of economics, and the tenor of the times. The over-riding current role is to provide well considered, unbiased economic advice regarding antitrust and consumer protection law enforcement cases to the legal staff and the Commission. The second role, which long ago was primary, is to provide reports on investigations of various industries to the public and public officials. This role was more recently called research or “policy R&D”. A third role is to advocate for competition and markets both domestically and internationally. As a practical matter, the provision of economic advice to the FTC and to the legal staff has required that the economists wear “two hats,” helping the legal staff investigate cases and provide evidence to support law enforcement cases while also providing advice to the legal bureaus and to the Commission on which cases to pursue (thus providing “a second set of eyes” to evaluate cases). There is sometimes a tension in those functions because building a case is not the same as evaluating a case. Economists and the Bureau of Economics have provided such services to the FTC for over 100 years proving that a sub-organization can survive while playing roles that sometimes conflict. Such a life is not, however, always easy or fun.

Abstract

Purpose

This study aims to evaluate employment opportunities for people with intellectual disabilities in publicly traded companies in New Zealand.

Design/methodology/approach

The diversity and inclusion (DI) policies of 163 publicly traded companies listed on the New Zealand equity market were examined and compared to the Global Reporting Initiative (GRI) reporting standards using content analysis with Leximancer software.

Findings

Only 1.84% of publicly traded companies met all of the GRI reporting standards and disclosed information about the proportion of employees with disabilities in their DI policies.

Originality/value

To the best of the researcher's knowledge, disclosure of inclusion of people with intellectual disabilities in publicly traded companies in New Zealand has not been studied. This study provides insights into the level of DI in the New Zealand equity market companies related to people with intellectual disabilities.

Abstract

This article relates one aspect of an action research project on work related stress and mental health problems to its wider context. It is argued that self‐help/mutual aid, including self‐management, could make an important contribution to tackling the current epidemic of work‐related stress in the UK and elsewhere. Initiatives such as the government's Work‐Life Balance campaign indicate that the policy context is appropriate. An overview of the causes, costs of, and policy responses to work‐related stress is followed by a discussion on the nature of self‐help/mutual aid and the benefits that the sharing of experiential knowledge can bring to participants. This includes a specific, structured form of self‐help: self‐management programmes as led and used by mental health user groups. We conclude that self‐help initiatives can make a valuable contribution to addressing work‐related stress if employers support them. Beyond simply ameliorating staff retention problems, the experiential learning communities that could be created could be an asset, particularly in seeking to change workplace cultures to minimise work‐related mental stresses.

Abstract

Buildings have a considerable impact on the environment being responsible for a substantial proportion of global energy consumption, thus contributing significantly to the anthropogenic CO2 emissions, which evidence suggests is the main cause of climate change. Mitigation and adaptation measures are required to tackle the challenges of climate change. Adaptive measures – structural and behavioural strategies – are the focus of this paper. Structural strategies include flexible and adaptive structural systems; while behavioural strategies cover the spatial, personal, and psychological control measures which may influence the design and operations of buildings. The study explores the adaptive thermal comfort of occupants and examines the design strategies for adapting buildings to climate change in the tropical context, with a view to determine the effectiveness of these strategies as observed in the case study. The study was conducted during the rainy and dry seasons in Abeokuta, Ogun State, Nigeria, located in a warm humid climate zone.

The Institute of Venture Design student hostel was used as case-study to conduct the survey on a sample of 40 respondents by means of structured questionnaire. The respondents' thermal sensation and access to thermal controls were determined, and their thermal sensation and thermal adaptability in both seasons comparatively analyzed. Indoor environmental parameters including air temperature, mean radiant temperature, relative humidity and air velocity were also measured. The data were analyzed using relevant descriptive and inferential statistics. The study discussed the effectiveness of design strategies available for building adaptation in an era of climate change within the warm humid environment, concluding on the need for greater synergy between the techno-structural and socio-behavioural dimensions of building adaptation.

Abstract

Purpose

This study aims to examine small-firm shifts in behavior during major supply chain disruptions that change supply chains permanently. The study focuses on small to mid-sized enterprise (SME) responses to suppliers’ opportunistic behaviors within a larger disruptive environment. The study addresses two broad research questions: how do small businesses adapt to supply chain disruptions, and under what conditions are such adoptions warranted?

Design/methodology/approach

This study used mixed methods, a qualitative netnography and a quantitative analysis of survey data. It tested a model based on responses from members of an online business-to-business community. The model development was driven by the findings from netnography and two theoretical lenses.

Findings

The responses suggested a strong relationship between the two theoretical approaches. The conditions described by the resource-based view (RBV) of the firm led to many real options. Supply chain disruptions and deceptive suppliers triggered rapid adaptation through traditional marketing tactics and strategies. Changes in the supply chain, and place, led to responses in price, promotion and product. Respondents hoarded, developed relationships with new, nonopportunistic suppliers and changed prices, products and product mixes. They developed cooperative relationships – coopetition – to deal with shared problems.

Originality/value

This study interprets supply chain disruptions through the lens of marketing in SMEs; it combines qualitative and quantitative methods to better understand supply chain disruptions in a marketing context; it applies the real options theory and the RBV of the firm to marketing in the context of supply chain disruptions, and it reflects real-time small-firm behavior in a crisis.

Abstract

Describes a study to measure the quality of service provided by food‐poisoning surveillance agencies in England and Wales in terms of the requirements of a representative consumer ‐ the egg producing industry ‐ adopting “egg associated” outbreak investigation reports as the reference output. Defines and makes use of four primary performance indicators: accessibility of information; completeness of evidence supplied in food‐poisoning outbreak investigation reports as to the sources of infection in “egg‐associated” outbreaks; timeliness of information published; and utility of information and advice aimed at preventing or controlling food poisoning. Finds that quality expectations in each parameter measured are not met. Examines reasons why surveillance agencies have not delivered the quality demanded. Makes use of detailed case studies to illustrate inadequacies of current practice. Attributes failure to deliver “accessibility” to a lack of recognition on the status or nature of “consumers”, combined with a self‐maintenance motivation of the part of the surveillance agencies. Finds that failures to deliver “completeness” and “utility” may result from the same defects which give rise to the lack of “accessibility” in that, failing to recognize the consumers of a public service for what they are, the agencies feel no need to provide them with the data they require. The research indicates that self‐maintenance by scientific epidemiologists may introduce biases which when combined with a politically inspired need to transfer responsibility for food‐poisoning outbreaks, skew the conduct of investigations and their conclusions. Contends that this is compounded by serious and multiple inadequacies in the conduct of investigations, arising at least in part from the lack of training and relative inexperience of investigators, the whole conditioned by interdisciplinary rivalry between the professional groups staffing the different agencies. Finds that in addition failures to exploit or develop epidemiological technologies has affected the ability of investigators to resolve the uncertainties identified. Makes recommendations directed at improving the performance of the surveillance agencies which, if adopted will substantially enhance food poisoning control efforts.
